The short answer

First work out who sent it. A council Penalty Charge Notice and a private company's Parking Charge Notice follow different rules, and the way you appeal depends on which you have.

Private car park rules in 2026

The private parking industry's own code includes a 10-minute grace period after your paid time ends; existing car parks had until October 2026 to comply. The government says it is committed to publishing its new Private Parking Code of Practice in autumn 2026 (UK Parliament).

Rules differ in Scotland and Northern Ireland.
