How to appeal a parking charge

The short answer

Appeal in writing, with photos, before the deadline. Council and private tickets have different routes, but both end with a free, independent appeal.

Grounds that often work

  • You were within the grace period
  • Signs were missing, unclear or hidden
  • The payment machine or app wasn't working
  • You had a valid ticket, permit or Blue Badge on display
  • The bay markings were unclear

Council ticket (England and Wales)

  1. Challenge informally within the discount period. If it's rejected, the discount is often offered again.
  2. Make formal representations after a Notice to Owner arrives, within 28 days.
  3. Appeal to the independent tribunal if that's rejected. It's free.

Private parking charge

  1. Appeal to the operator in writing, usually within 28 days.
  2. If rejected, appeal to POPLA or the IAS (the operator's letter tells you which).
  3. Never ignore court papers. If a claim arrives, respond by the deadline.
