A home where everyone is a full-time student doesn't pay council tax. Full-time means a course of at least 1 year with at least 21 hours of study a week (GOV.UK).
If you share with non-students, you're ignored for council tax, so the bill payer may get 25% off.

TV licence
If you live away from home, you need your own TV licence to watch live TV or BBC iPlayer, unless your shared house is on one joint tenancy. If you go home for the summer you may be able to get a refund for the unused months (nidirect).
Energy
We found no energy discount just for students. You can get the Warm Home Discount if you get a qualifying benefit such as Universal Credit.
